M. Lister, the Postmaster General & Treasurer, is an excellent officer, and he has a strong claim. M. Stewart entered the service as a cadet in the Colonial Secretariat and has acted so well that he should, I think, take precedence over others. M. Deane, the head of police, is, I think, the senior cadet in the Colony; he is a good officer and deserves consideration but he has been in the Special Police line for a long time.
M. Russell is a first-rate judge and I imagine looks to legal promotion; otherwise, he would make a first-rate Colonial Secretary. If an outsider were to be appointed, which I hope will not be the case, M. Bruce of British Guiana and M. O'Brien of Ceylon would deserve to be remembered.
I agree with the opinion of the B.A.G. and in the above minute by Mr. Lucas, and I would strongly recommend M. Stuart for the appointment.
In answer to the paper, at the proper time the Secretary of State will consider the claims of these officers with their letters being made to reply.
